The main purpose of the state is to protect its people – be it from turmoil on the inside or threats originating on the outside. And yet, the most serious crimes in the modern world, on any reasonable definition, are acts that are largely committed, instigated or condoned by governments and their officials: genocide, war crimes, torture and corruption. What is to be done about these “state crimes”, who is to do it, and based on which mandate and on what standards?
