Workshop zeigt, wie Gemeinschaftsinteressen im Völkerrecht durchgesetzt werden

Ein hochkarätiger besetzter Workshop widmete sich am 30. und 31. Oktober 2013 an der Universität Graz der Rolle von Gemeinschaftsinteressen im Völkerrecht. Insgesamt 15 ForscherInnen aus ganz Europa untersuchten, wie modernes Völkerrecht mit gemeinsamen Anliegen der internationalen Gemeinschaft umgeht. 

Der Workshop, der inhaltlich vom Univ.-Prof. Dr. Wolfgang Benedek und Dr. Matthias C. Kettemann, LL.M. (Harvard) vom Institut für Völkerrecht organisiert wurde, bot einen Rahmen zur Diskussion in Graz intensiv beforschter Themen: die Rolle des Menschen im Völkerrecht und der Schutz des Internets durch das Völkerrecht. Benedek zeigte, dass das Völkerrecht einem Prozess der Humanisierung unterworfen ist: Es reflektiere immer stärker die Interessen der Menschen. “Die Sicherung der Gemeinschaftsinteressen zieht extraterritoriale Verantwortung von Staaten für Menschenrechte mit sich.” 

Kettemann, der mit Benedek den "Focal Point on Internet Governance and Human Rights" am Institut für Völkerrecht aufgebaut hat, zeigte auf, warum die Stabilität und Funktionalität des Internets im gemeinsamen Interesse liegt: “Nur ein sicheres Internet ist ein menschenrechtsfreundliches Internet. Gerade in Zeiten des NSA-Skandals ist es wichtig, internationale Werte wie Menschenrechte und Entwicklungsorientierung durchzusetzen.”

Der Workshop fand statt im Rahmen eines von der European Science Foundation (ESF) finanzierten Projekts zu Globalisierung und transnationalen Menschenrechtsverpflichtungen (GLOTHRO). Der Sammelband zum Workshop erscheint 2014.
