Neuer Sammelband zu Menschenrechte im Internet

Das Internet ist zu einem zentralen Resonanzraum verschiedenster Ideen, Vorstellungen und Wünsche geworden. Es können Heimgärtnervereine gegründet ebenso wie Revolutionen gestartet, Musikvideos betrachtet, aber auch Filme über Menschenrechtsverletzungen angesehen werden. Menschen können sich im Internet austauschen, Informationen oder Unterhaltung suchen und konsumieren, politisch aktiv werden und sich organisieren. Den Möglichkeiten des Internets scheinen kaum Grenzen gesetzt.  Das Internet verstärkt aber auch Ungleichheiten. 

Gemeinsam mit zwei Kollegen von der Donau-Universität Krems, Peter Parycek und Clara Landler, hat der Grazer Internetrechtsexperte, Dr. Matthias C. Kettemann, L.L.M. in den Jahren 2012 und 2013 eine Initiative zu Netzpolitik in Österreich im Rahmen des Internet&Gesellschaft Collaboratory Österreich geleitet. Der Band "Netzpolitik in Österreich. Internet. Macht. Menschenrechte" ist das erste Ergebnis dieser Initiative, bei der rund 30 Netz-ExpertInnen aus Wissenschaft und Praxis im Rahmen dieser Initiative die Rolle der Menschenrechte im Internet untersuchen, und sie entwickelten Ideen für die Zukunft der Internetpolitik in Österreich. 

"Auch 20 Jahre nach Beginn der Kommerzialisierung des Internets muss daher betont werden, dass das Internet kein rechtsfreier Raum ist. Recht gilt offline wie online. Und vor allem: Menschenrechte gelten offline wie online. Verstöße werden offline wie online verfolgt, wenngleich sich dies in virtuellen Sphären häufig schwieriger gestaltet", erklärt Kettemann.

Das Buch möchte zeigen, was Netzpolitik leisten muss, leisten kann und leisten soll. Im Internet muss das Recht nicht neu erfunden werden. Im Internet müssen die Menschenrechte nicht neu konzipiert werden. Und im Internet muss Politik nicht gänzlich neu gedacht werden, so der Internetrechtsexperte.
