Gut geplant!

Schritt für Schritt zum Uni-Budget

Herbstzeit ist auch Budgetzeit, doch wie kommen die Einheiten der Universität Graz zu ihrem Budget? Gertraud Krasser, Leiterin der Abteilung für Controlling und Ressourcenplanung klärt auf: „Wir sind das ganze Jahr über mehr oder weniger intensiv mit Planung und Budgetierung beschäftigt“, erzählt sie. „Die Planung des Budgets gehört zu unseren Kernaufgaben.“

In einem eigenen Prozessablauf sind die verschiedenen Stationen in der Budgetplanung aufgelistet. Darin wird z.B. abgebildet wann Beschlüsse im Rektorat bzw. Universitätsrat zu fassen sind bzw. wann die Kommunikation und Information an jene Personen erfolgt, die im Planungsprozess beteiligt sind. „Die heiße Phase beginnt Mitte September und dauert bis Dezember. Die vorbereitenden Berechnungen für das Budget beginnen abteilungsintern aber meist schon vor dem Sommer“, führt Krasser aus.

In den Dekanaten und in den Ressorts gibt es fixe AnsprechpartnerInnen; Controlling und Ressourcenplanung ist eng vernetzt mit dem Personalcontrolling, dem Leistungs- und Qualitätsmanagement und dem Personalressort. Sind die Budgetplanungen aller Stellen erfasst, beginnt die finale Phase. Dann wird das Budget auf die gesamte Universität hochgerechnet. Gegen Ende des Jahres liegen die Daten vor und im Februar, nach der Freigabe im Universitätsrat, heißt es dann „Budget beschlossen!“. Kurz darauf ist der Betrag in SAP für die Einheiten sichtbar.
