Russia’s attack on Ukraine has had substantial impacts on media governance and platform regulation. A digital Iron Curtain was put up, as social media were banned in Russia and Russian state-sponsored news outlets were the targets of EU sanctions and deplatforming. At the same time social media was used as a platform of digital civilian 'self-defense". We will analyze how the EU, states and platforms reacted and whether their activities were human rights-compliant. We will consider the special role of platforms as forums and agents of conflict governance based on a recent paper we've written.
