Rechungswesen und Controlling erfüllen für die Uni Graz zahlreiche gesetzlich verankerte Anforderungen

Wenn in den nächsten Wochen der Bestellschluss endet, dann ist das ein wichtiger Termin, um den alljährlichen Rechungsabschluss der Universität zeitgerecht und korrekt zu erstellen – in der Erfüllung jener gesetzlicher Anforderungen, denen die Karl-Franzens-Universität Graz nachkommen muss. Und es ist zugleich nur ein Ausschnitt der Aufgaben, die in den Abteilungen im Bereich Rechnungswesen und Controlling zusammenlaufen.

 

Finanzsituation
Viermal pro Jahr wird der Quartalsbericht über die Finanzsituation der Uni Graz erstellt, um sowohl Rektorat als auch Universitätsrat über die Ist-Zahlen zu informieren. „Das gehört zu einem zeitgemäßen Berichtswesen dazu, damit die Universität weiß, wo sie steht“, weiß Karl Riemer, Leiter von Rechnungswesen und Controlling. Das große Ganze – also der Rechnungsabschluss – wird zusätzlich von einem externen Wirtschaftsprüfer geprüft, vom Universitätsrat genehmigt und an das Wissenschaftsministerium übermittelt. „Viele Prozesse laufen hier ineinander“, gesteht Riemer dem Thema ein bestimmtes Maß an Komplexität zu. Auch kein Wunder bei der Summe: Geht es doch um einen Jahresumsatz von mehr als 200 Millionen Euro bzw. um eine Bilanzsumme von 180 Millionen Euro.


Die Erstellung des jährlichen Budgets sowie die Gesamtplanung der Universität zählen zu weiteren Kernaufgaben des Bereichs in der Halbärthgasse 8. Neben der Abwicklung und Vorbereitung für das jeweils folgende Jahr wird der Blick auf die längerfristige Zukunft gerichtet. „Eine Vorschau auf die kommenden fünf Jahre hilft bei der Planungssicherheit im Finanzbereich“, bestätigt Riemer.

 

Warenverkehr und Stipendien
Doch nicht nur die Universität selbst will wissen, wo sie steht, sondern auch der Staat. Daher muss die Uni Graz zahlreiche gesetzliche Auflagen einhalten, welche den Bereich Rechnungswesen und Controlling auf Trab halten. Hier eine Auswahl: Pro Quartal ist das Beteiligungscontrolling samt Risikobericht an den Bund zu übermitteln. Mit der sogenannten Intrastat-Meldung stellt die Universität den Warenverkehr mit EU-Mitgliedsstaaten dar.
Mit der Mitteilung nach Paragraf 109a EStG erfüllt die Uni Graz die Pflicht, z.B. die Auszahlungen an Lehrende, bekanntzugeben. Das Bundeshaftungsobergrenzengesetz erfordert zweimal jährlich die Benachrichtigung über die von der Universität Graz übernommenen Haftungen. Die Transparenzdatenbank ist ebenso mit der Angabe von Stipendien und anderen Beihilfen regelmäßig zu befüllen.
Und last but not least sind für die zahlreichen Kennzahlen der jährlichen Wissensbilanz viele einzelne Summen zusammenzuzählen, die im Finanzbereich neben der Buchung von etwa 40.000 Rechnung pro Jahr Tag für Tag anfallen.

Rescue and risks: Researchers have surveyed public perceptions of AI

The use of artificial intelligence has had to be made transparent since 2 August 2026. The EU’s AI Act, which has been in force since then, also sets out how risky an application is and which security measures apply as a result. However, the assessment of risks by the legislation differs in some cases significantly from the perceptions of the Austrian public. This is the finding of a representative study carried out by data scientist Stefan Thalmann from the University of Graz and his team.

The Healing Sea: Researchers discover new approaches to treating chronic inflammation in sponges

Chronic inflammation plays a key role in many diseases, ranging from metabolic disorders and cardiovascular diseases to tissue damage following injuries or infections. “Normally, the body is able to resolve inflammation on its own. If this process becomes unbalanced, immune cells remain permanently active and continue to drive negative changes in the tissue,” explains Andreas Koeberle, a pharmacist at the University of Graz.
