Einsperren oder nicht?

Josef Mock, Leiter der Justizanstalt Graz-Karlau, war am 29. Jänner zu Gast bei Markus Steppan im „Politik Café“.

„Die Haftstrafen sind viel zu lange, vor allem im Bereich der unbedingten Strafen bis fünf Jahre“, meint Josef Mock. „Das schadet der Resozialisierung.“ Mock ist in der Justizanstalt Karlau momentan für 534 Häftlinge verantwortlich, die dort Strafen absitzen, die in der Regel länger als 18 Monate sind. Damit ist die Anstalt momentan zu 97 Prozent ausgelastet. „80 Prozent der Insassen gehen dabei einer geregelten Arbeit nach“, erzählt Mock. „Das ist für eine Re-Integration in die Gesellschaft natürlich sehr wichtig.

Dennoch sieht Mock Handlungsbedarf im österreichischen Strafvollzug. „Wir sollten die Fußfessel dringend auf Strafen bis 18 Monate Dauer ausweiten“, schlägt Mock vor. „Darüber hinaus ließe sich auch gemeinnützige Arbeit ausdehnen. Die sogenannte Halbstrafe sollte ebenso viel öfter zum Einsatz kommen.“ Ein Häftling kostet dem Staat nämlich mehr als 130 Euro pro Tag. Neben Maßnahmen im Vollzug hält er auch eine Ausweitung der Unterstützung für Justizwachebeamte für besonders wichtig. „Wir bieten unseren mehr als 200 Kolleginnen beispielsweise Supervision an.“
