Ensuring Respect for International Humanitarian Law: the Obligation to Prevent
The conference explores effective prevention of violations of IHL as a complex, interactive system of legal obligations, institutional and socio-political conditions, values as well as practical measures. In interaction with experts from academia, the military, diplomacy and civil society, it will look at best practices and challenges regarding ‘prevention’, among others in training, technology use, identity building and diplomacy. It will also discuss how political decision-making at national and international level can hinder or support compliance with IHL in- and outside of situations of armed conflict.
