Support Systems and Integration of Al-Shabaab Returnees in Kenya

The problem of violent radicalization and strain remains real not only at the global and regional context, but also in Kenya today. There are many reasons contributing to the participation of young people in Kenya to join the radicalized group. Among the two major reasons are for economic and ideological reasons. The government of Kenya promised amnesty to Al-Shabaab returnees in the year 2015. The whole process has faced challenges due to the poor organization of the re-integration process. There is no proper and well-coordinated institution/s to carry out the re-integration process in Kenya. Guided by the theories of political economy, Defiance Theory, Reintegrative Shaming Theory, Procedural Justice Theory and Theory of Unacknowledged Shame, this study intends to examine the role of the government, civil society organizations, the community family members, and the individual on the re-integration of Al-Shabaab returnees in Kenya. This is a desktop review that organizes literature thematically. Recommendations will be drawn from the existing literature and authors experience in interacting with Al-Shabaab returnees. An empirical survey will be proposed thereafter.
