As digital innovations enhance the speed, scale, and ease of moving money, financial technology touches nearly everything. Accordingly, governments are now developing money native to government computer systems. In the United States, “Digital Dollars” could bypass the commercial bannking system, enabling the government to issue money directly to individuals, household, and firms, nearly instantaneulsy. Some advocates argue the Digital Dollar system should establish public options for bank accounts or digital wallets. Other proponents contend the new infrastracture should still function via public—private partnership. In either case, scholars have not directly addressed the data governance dimensions of the next system. Fillling the void, this speech approaches the Digital Dollar debate surrounding the next system as a crystallization of the conflicts over who “see through money” – who maps money’s movements and analyzes the data they generate – when, where, how, and why.
