Laura Wise - ‘From Graz to Žepa’: Revisiting Peace Agreements in Bosnia and Herzegovina
Academic, practitioner, and popular reflections on the peace process to end the 1992-1995 war in Bosnia overwhelmingly focus on a series of internationally mediated, comprehensive peace plans, usually culminating in the 1995 Dayton peace accords. However, a new peace agreements dataset shows that these plans are only a part of the story of how parties negotiated throughout the conflict, and that multiple and multi-layered processes took place beyond highly publicised handshake moments in London and Washington. This talk explores some of these lesser-known deals, including local ceasefires, surrender agreements, and partition bargains, how they interacted with national- and international- level peace processes, and asks what unveiling these dynamics means for approaching contemporary conflicts beyond the region
